The sentence is from the text 'Lost Spring' authored by Anees Jung. The author has used a simile to draw a comparison between the boys, who are rag pickers and morning birds.

A simile

is a literary device that compares two things, objects, elements or aspects by clearly using the word 'like'.  Here Jung states that just like the morning birds are active and at work during the morning hours, the poor children too can be seen rummaging through the garbage during the morning. By noon, both the birds and the boys are done with their work. Also, the boys and the birds are free-spirited, or at least that is what it seems.
