HERE'S YOUR ANSWER...

It is an instrument used to detect the presence and magnitude of the electric charge.
When the top of the instrument is brought near the charged body the leaf inside the electroscope repel
or attract depending on the charge of the body which is brought near it.
If the body is negatively charged then the electrons from the top of electroscope are pushed downward and the two leaf repel away from each other.
If the body is positively charged then the electrons from the top of electroscope are pushed upward and the two leaf attract each other.
