The doctrine of separation of powers implies that each pillar of democracy – theexecutive, legislature and the judiciary – perform separate functions and act as separate entities. The executive is vested with the power to make policy decisions and implement laws. ... The judiciary is responsible for adjudicating disputes.
The commission submitted the report to thepresident on December 30, 1980. It recommended 27% reservation quota for OBC resulting in total 49.5% quota in government jobs and public universities. V.P. Singh, the Prime Minister at the time, tried toimplement its recommendations in August 1990 which led to protests.

In terms of Mandal Commission report, the legislature is with the Parliament which is considered to be the final authority of the country.

The executives are those functionaries who take care of the daily activities, they take permanent and political decisions.

The judiciary includes three courts - supreme court, high court, and district courts.
