Three steps taken by the French to exploit the natural resources in Mekong Delta or the natural resources of Vietnam were as follows:
1. Large tracts of agricultural lands were cleared to expand the agriculture and to build infrastructure projects.
2. The French exploited water resources of the country. They build canals and draining lands in the Mekong Delta to increase cultivation. By the 1931, Vietnam had become the third largest exporter of rice in the world.
3. French build Trans Indo-China rail network which link the northern and southern parts of Vietnam and China.

Vietnam was the colony of France in mid 19th century. Vietnam was under the direction rule of France. France made the Vietnamese emperor as puppet and ruled Vietnam. France was mainly imported the rice,rubber etc. To make the works easy they implemented three fold startegy.
⏩ Firstly, development of irrigation network.
⏩ Secondly, encouraging landlords and warlords.
⏩ Thirdly, encouraging the marketing of agricultural products like rice and rubber.
To export the resources from Vietnam they started developing Mekong delta as :
