A star twinkles because they are huge celestial bodies which is a huge ball of fire ok. They are also bigger than our Sun because Sun is smaller than almost every star. And thus a planet is not a luminous body so it doesn't twinkle like star ok

STARS do not twinkle, we see them twinkling because in our environment cold air is present and cold air is not constant due to this we see twinkling of stars.
PLANET do not produce it's own light they receive light from stars and they do not twinkle because light which they receive they reflect some ray of light.
