The constituent of India provides three different lists for the government to act on.....

There are three lists in order to ensure that the federal setup of India is not violated....

The number of items in each list are:
Union-97
State-67
Concurrent-47

The concurrent list items can be acted upon by both central and state governments....
The central govn. Can act on the state list if the Rajya Sabha empowers the Lok Sabha to do so....

union list - It contains topics of common national interests such as defence,banking , communication ,foreign investment etc.These are included in this list because we need uniform policy on these matters throughout the country.
state list - It contains subjects of state and local importance such as police,trade, commerce ,agriculture etc.The state government alone can make laws relating to these subjects.
concurrent list- It includes subjects of common interests to both the union as well as state government such as education, forests , trade unions , marriage, adoption etc.Both the governments can make laws on these subjects.If laws conflict with each other, then the law made by union government will prevail.
