Universal law of gravitation states that every particle of this universe attracts the other particles with a force which is inversely proportional to the square of distance between them and directly proportional to the product of the masses of those bodies. This law was given by Issac Newton who gave the laws of motion as well.

Why is this law termed universal?
This law states that each and every particle of this universe attracts every other particle by a force. Since this force is associated with each and every particle of this universe, it is termed universal and does not change with place.
The universal law of gravitation by Newton says that in this universe every particle attracts each other with the force. That force is directly proportional to the mass product and is inversely proportional to the distance between them. This gives us the universal gravitational equation that's why this law of gravitation is termed as universal law of gravitation.
