 it is the ratio of the amount of electrical energy stored in a material by an applied voltage, relative to that stored in a vacuum .examples are air 1 ,vacuum 1,Polystyrene 2.5 ............

it is the ratio of the electrostatic force of attraction in any medium to that in vacuum......or it can also be defined as the ratio of relative permeability of any medium to that in vacuum..... for e.g.....conductor have dielectric const >1..... vaccum=1......dielectric const of water is 1/80
