a-matter of air have less force of attraction between them,thats why their kinetic energy is more ,so when are insert in balloon they try to run far from each other.
b-matter of steel have high force of attraction between them,that make them rigid.Since only rigid material can hold very high weight .
another reason is that steel is alloy and it do not get rusted easily, and is durable
