a-matter of air have less force of attraction between them,thats why their kinetic energy is more ,so when are insert in balloon they try to run far from each other.

b-matter of steel have high force of attraction between them,that make them rigid.Since only rigid material can hold very high weight .
     another reason is that steel is alloy and it do not get rusted easily, and is durable

a) Air is used to inflate tyres
REASON:

As we know that gases have highest kinetic energy and so they can easily broke out from force of attraction b/w them so, they are highly compressible and can move freely. Also, Gases have the property that they can fill the container fully. So, that's y air is used to inflate tyres.

b)Steel is used to make railway lines.
REASON:

Steel is a solid and solid have fixed shape , fixed volume and are rigid . Also, they have highest density. That's why they r used to make railway lines.
