Dear friend, A balloon bursts when too much of the air is pumped into it because the inner pressure of the balloon becomes very high than the outer pressure acting on it. The air exerts pressure inside the ballon and takes it to the point where it can not stretch and it bursts....

The particles in air are highly energetic their kinetic energy (the energy of particles that is for movement) is really high and is the most of all three states of matter( liquid, solid and gaseous)

now, these particles exert pressure against the balloon and energetically move really at a high speed.....The balloon couldn't withstand this pressure that is why it burst and also there is a limited capacity of the balloon when this capacity limit is crossed, the balloon as a result burst out....
