A brass tumbler is made out of metal, which is a good conductor of heat and electricity while a wooden tray is not. Now, the tumbler being a good conductor of heat, is able to extract heat from our hands (while touching it) more effectively than a wooden tray. This is what makes the brass tumbler feel much colder than the wooden tray on a chilly day.
