because, the carpet is made up of some fibers which cut the contact of cooled air with your feet in simple language it done allow to pass cold through it thus we feel some warm .But concrete absorb the atmosphere's coolness and spread it evenly thus when we stand on concrete we feel cool . But this fails with carpet because it is unable to absorb cool air.
