Explain why a charged balloon is repelled by another charge balloon whereas an uncharged balloon is attracted by another charged balloon ?

a charged balloon repels charged balloon as both of them have same charges
an uncharged baloon attracts a charged balloon as they have different charges.

According to natural law, it is observed globally that charges keep away each other, and for the same reason two charged balloons keep in resisting each other.

When a charged body is carried to the near location of an uncharged body, the uncharged body obtains some charges on its surface instigated by the law of induction of charges.

The charges are of opposite type in relation to the charged body.
