A charged balloon is repelled by another charged balloon because both the balloons contain same type of charges. When a charged balloon is brought near an uncharged balloon, uncharged balloon acquires opposite charge by induction. Since unlike charges attract each other.

and the uncharged ballon does not reppels because it had not produced magnetic fields so it attract another one
