Explain why a charged balloon is repelled by another charged balloon whereas an unchanged balloon is attracted by another charged balloon?​

Answer:

A charged balloon is respelled by another charged balloon because both the balloons contain same type of charges. We know that like charges repel each other. A balloon is charged while other is uncharged so they have no same charge. Therefore charged balloon attracts uncharged balloons.

There are some positively charged atoms in a balloon and some negatively charged atoms in another balloon. As we know that, +ve + +ve = repel

+ve + -ve = attract

so balloons repel and attract respectively.
