Explain why a charged balloon is repelled by another charged balloon whereas
an unchanged balloon is attracted by a charged balloon?​

A charged balloon is repelled by another charged balloon because both the balloons contain same type of charges. We know that like charges repel each other. A balloon is charged while other is uncharged so they have no same charge. Therefore charged balloon attracts uncharged balloon.

When we charge a balloon by rubbing on our hair and take it near another balloon which is also been charged in a similar way, both balloons being negatively charged repel each other. This happens because like charge repel each other and unlike charges attract to each other.
