A particle has more kinetic energy when there is more heat, thus the particle in the blood having more kinetic energy on a warm day does not clot as quick as it does on a cold day as there is not much kinetic energy due to less heat .

I think blood gets thinner/ less viscous when exposed to a hot and sunny weather which makes the fresh wound on the skin bleed more profusely. Whereas, blood vessels constrict significantly with the exposure to the cold chilly weather and hence the bleeding is less compared to that of summer days.
