it is because the damage in the cord damages the toes' nerves since the reflexes below the neck are controlled by the spine
Therefore,he does not feel the sensation in the toes.

Answer: As although the nerves in his toe still work, the spinal cord is broken meaning impulses won't be able to pass through and enter the brain. This means that signals cannot be sent out to the body saying that they are in a dangerous position, hence the pain.
Explanation: To actually feel the pain impulses need to reach the brain and be processed for the feeling to happen.
