Thus a large amount of force is required in order to make it slide but the force applied shifts the normal and since the bus is small (mini) there isn't enough room for normal to go anywhere after some time and thus the minibus topples.
If there is less load on the top the force applied will easily make it slide and thus no toppling takes place.
