explain why a nail placed in sealed tube containing tap water rusts while that in a sealed tube containing boiled water fails to rust?

in the first condition the nail is having both water and air to that is needed for rusting but in second condition the inside the tube it contains of boiled water that means in the water is fully boiled and the water has turned into a so it fails to Rust
