When we place the pencil in water, it reacts according to medium.

From the properties of light, it is stated each medium has its refractive index.

The light of the object moves via medium and reach our eyes.

When the medium changes the speed of light also decreases.

The refraction develops a difference in light may cause bent or broken in the water surface.

Incident rays from pencil travel from water to air, and they bend away from normal. To an observer, image of the immersed part of the pencil forms at a different position and pencil appears to be bent.
