Explain why a person in a dark room is dazzled for some seconds when he is suddenly exposed to bright sunlight

Because of pupil dilation.

When you are in the dark, your pupils dilate to be smaller (they become smaller) because they are not needed to be at regular size. This is because there is less light in the dark and so less pupil area is required to capture the amount of light present.

When you shine a light onto that dilated eye, the pupils will be forced to constrict back to its regular size at an instant to compensate for the greater amount of light it is withstanding; however, pupil dilation takes time to wear off and the instant of light dazzles you because the body didn't properly adjust for the increase in light intensity.

on sudden exposure to bright light the pupil which is still widely opened let in too much light which bleaches rhodopsin or pigment in the rod cells. And so this causes the dazzling sensation
