Because in chemistry mixture is defined by a substance consisting of two or more substances mixed together ( not in a fixed proportion and not with chemical bonding).

A solution of Salt in water considered as a mixture but not as acompound. Because when salt is dissolved in water it does notundergoing any chemical change but only dissociating into its ions.
