A metal needle or paper clip has higher density that that of water. So when it is dropped into water, it falls down into the bottom of water. However, if we put it horizontally on the water with a lot of caution, it can float almost forever due to the surface tension of water.

it is due to surface tension if we drop the steel needle on water then attraction force of water molecules breaks and the water that is behaving like a strech membrane breaks and hence the needle drops
but if we place the needle gently on the surafce then the force will not break hence it floats on the water
