Explain why Ahmadabad and Kolkata are able to see the noon sun exactly overhead twice in an year but not in Delhi.

The Sun's apparent movement towards the north and south of the equator is within the tropics…(Tropic of cancer to Tropic of capricorn) the places located in within this can see noon sun directly overhead twice a year…since ahmedabad and Kolkata are below tropic of cancer andabove equator so these stations could see it but delhi is North of the tropic of cancer…. 29 degree appx. So it could not see noon sun overhead at any time of the year..
