As sodium sulphate(Na2So4) if formed by reaction between sulphuric acid (H2SO4)and

sodium hydroxide(NaOH)

which is reaction between strong base and strong acid,

therefore neutral salt is formed

But ,sodium carbonate (Na2CO3) is formed when carbonic acid (H2CO3) and sodium hydroxide (NaOH)

which is reaction between weak acid and strong base.

therefore basic salt is formed
