Here's the answer to your question.

♦Electric wires carry electric current of very high voltage that is dangerous for any living being.
If that current comes in contact with any living being, say humans, it has the capability to kill the person.

So to prevent this contact these wires are covered with insulators like plastic or rubber.

♦Secondly, some Steels magnetic due to the presence of high concentration of iron and thus can be attracted by magnets.

Splinters are small pieces of steel which may not be removed manually so to remove them magnet is used.

1) An electric wire is covered in plastic is clearly for the safety of the people as high voltage may result in high electric shocks that may lead to death...

2) Doctors use magnets to remove spilnters of steel from wounds.... this is because the splinters are small iron particles , so to easily remove them magnets are used.
