Since anhydrous HCL contains less amount of hydrogen ions and thus being less reactive,poor conductor , whereas aqueous HCL is in a pure form thus contains maximum amount of hydrogen(H+ ions) . In fact adding water to a HCL solution will not make much difference because of the H+ ions content in the water .

Because first of all for the conductivity ions or charges are required. But in case of anhydrous HCl it doesn't gives ion . and in case of aq.HCl the HCl breaks into H+. and Cl- so this ions in aq. HCl makes it conductive
