Na2CO3 is a salt of strong base(NaOH) & weak acid (H2CO3). SO,cation of strong base (Na+) can't get hydrolysed in water. ... due to OH-(hydroxo ion) present in the solution, Na2Co3 becomes basic.

Firstly I would like to tell you that Metal Carbonate and Metal Hydrocarbonate (bicarbonate) are generally basic in nature.
Next, as we know that Na2CO3 is salt so we’ll try to find its parent acid and base which comes out to be:
Acid = H2CO3
Base = NaOH
Now since H2CO3 is a organic acid hence is a weak acid and NaOH is a strong base. So when a strong base combines with weak acid to form Salt, then the resultant salt is a Basic Salt or Vice-Versa.
