When we burn wood, a new substance, coal, is formed. Therefore, it is a chemical change.

this is because during burning the chemical composition of wood changes and turns into a new substance with a completely different properties.
but in cutting wood there is no charge in the chemical properties of wood only it's physical appearance changes.
