Explain why , burning of wool and cuting of wool into small pices are considerd as two different type of change .

When wool is burn in fire then it undergo chemical change it means it physical property completely changes that's why it is a chemical change. while the cutting of wool is a physical change because when it is cut it's physical property remains same.
