Carbon dioxide is a compound because it is made by combining of two elements carbon and oxygen,it is artificially created.

Whethar carbon and oxygen is element because they doesn't form by the reactions of anything,they are naturally founded.

That's why carbon and oxygen are considered as elements and carbon dioxide is not.
