carbon in ccl4 can not expand its octet so it can not be hydrolysed while si in sicl4 contains vaccant d orbitals

There are two main reasons for this
Let's tal about one by one
1)Atomic size of C and S : -
+Smaller С atom is completely blocked off by four bulky chlorine atoms, so the water molecule can't reach it.
+Larger Si is easier to attack.
2) Electronegativity of C and Si :-
+Si is a less electronegative element than carbon, so that the Si-Cl bonds will have more polar character
