The number of protons in fluorine is equal to 9 while the number of protons in chlorine is equal to 17.

Barrage when the number of electrons in both at elements are compared then fluorine has 9 electrons while chlorine has 17 electrons.

Hence when compared, the size of chlorine is much greater than the size of fluorine this is also because fluorine has a greater nuclear charge than chlorine.

Hence the force of nucleus over the electrons in fluorine is much greater than in chlorine and hence fluorine cannot form fluoride ion easily.

generally what happen in fluorine and chlorine case is that fluorine and chlorine lies in a same group and accordingly fluorine should be more electronegative and should be able to convert in an an anion more rapidly than chlorine but the trend is not as smooth.

when we try to give an electron to fluorine the electron tends to enter the 2p subshell whereas in chlorine it enters into 3p subshell.

as the size of 3 p is more than the size of 2p so the electron enters more rapidly in 3p facing less electronic repulsion then into 2p.

remember that fluorine is the most electronegative element in the modern periodic table but it is not able to form chloride ion as easily as chlorine. even when chlorine have less electronegativity than fluorine. electronegativity of chlorine is taken as standard that is 4.00 by pauling scale. and chlorine have electronegativity of 3.00 ..
