There is no reason democracy should cost more than other forms of government.
Bear in mind that when you compare two forms of government, rather than count dollars, it makes more sense to compare average buying power of citizens. In other words, a $1,000 machine that makes you $100 a day is cheaper than a $100 machine that makes you $1 a day.
Democracy is the $1,000 machine. The $100 machines are all those troubled, undemocratic nations that spend very little on government, but suffer chronic poverty.
