Since semi trucks and buses are bigger plus the wheels. They have large steering wheel because it's more easy to handle and less torque. If you ran out of power steering fluid and you have a big steering wheel, you are still good. Also having a large steering wheel help leverage to control the steering wheel and less turning the steering wheel. Now semi trucks and buses possibly have a 18inch wide to still help to turn today still. Having a large steering wheel means less turning than small one.

Heavy vehicles like that will may have a large steering wheel to help.
