Stars twinkle because the light must go through Earth's atmospheric pockets in varying temperatures and densities.
While,
The planet's light does not seem to twinkle or stabilize as it lies closer to Earth and appears not as star-like points, but appears as a small disc in the night sky. If you see a star with a telescope will still see the dots only, it's different if we see the planet through a telescope.
