It is just a game of hydrogen bonding ammonia forms hydrogen bond while sulphur doen't

Liquid ammonia exhibits association whereas liquid sulphur dioxide does not due to tendency of ammonia molecules to form hydrogen-bonding with other ammonia molecules.
The hydrogen bonding is possible only with N, O and F atoms with atom. S cannot form hydrogen bonds. Ammonia molecules are bonded with each other through inter-molecular hydrogen bonds in which more than one molecule of ammonia are bonded with hydrogen bonds through H atoms of the molecule.
