electronegativity is the tendency of attracting electron clouds but electron affinity is the tendency to take electrons in the valence shell
... flourine being smaller in size can only attract electron clouds .... if it tries to accept electron clouds then electron electron repulsion starts
but chlorine being bigger in size Can attract electron as well as can accept electron

.... where is why fluoride has higher electronegativity but low electron affinity then chloride
