It has to do with electronegativity. Consider the pKa of these three, similar, halogenated carboxylic acids: bromoacetic acid, chloroacetic acid and fluoroacetic acid. The pKa of fluoroacetic acid is lower than that of chloroacetic acid, which is lower than that of bromoacetic acid.
