they are so because they exist in small quantities even if they existed in large quantites the humans are using them a lot to produce various things like electricity, energy etc.and also they take millons of year to renew themselves.

Fossils fuels are considered as exhaustible because :

1. They takes long time to get renewed.

2. They also can't be prepared and used again again.

Hence, they are considered as exhaustible resources.
