because different people are of different heights and hence their hands will be big and some hands will be small.for example if we keep a elders hand-span and a baby's hand-span.both will not be same so hand-span cannot be used as standard unit of measuring length.and varies from one person to another.

whereas cm ans km can be used as standard unit of length as it has same size.
