Hydrogen and oxygen contain only one kind of atom, so they are called element.
Water is made up two different atoms or molecules - hydrogen and oxygen, in a fixed ratio, so it is called compound.

Elements are substances that exist alone in nature with only one type of atom and cannot be broken down into simpler substances, such as oxygen and gold.

Compounds are two or more substances, with more than one atom, held together by chemical bonds. Examples are hydrochloric acid and ammonia.

Therefore, hydrogen and oxygen are elements as they cannot be broken down any further. Water is a compound because it is a combination of hydrogen and oxygen chemically-bonded together.
