because latent heat of fusion is less in case of ice than that of water at 0°C

ice is in solid state while water is in solid state.thus ice will convert into liquid by latent heat of fusion.while water will not absorb such heat coz it is already in liquid state.As the absorbed heat rate increases the cooling effect also increases. That's why ice show more cooling effect at zero degs.
