Hcl is a strong acid becoz it contains more number of hydrogen ions when compare to acetic acid which has fewer number of hydrogen ions so it is a weak acid. It will change by changing the hydrogen ions.

Explanation:

The acidity is measured by the number of hydrogen ions an acid releases on being dissolved in water. Thus, HCl is considered to be a strong acid as it has higher number of hydrogen ions, whereas acetic acid contains very little number of hydrogen ions so it is considered as a weak acid.
