HCl is a strong acid because it has more number of hydrogen ions whereas acetic acid contains less number of hydrogen ions so its a weak acid , it can be varied by changing number of hydrogen ions in them .

Strength of an acid is decided by amount of hydrogen ions present in the perticular acid.

As more hydrogen ions are present in hydrochloric acid than in acetic acid. hydrochloric acid is a strong acid while acetic acid is a weak acid.

This can be verified by checking pH of the both acids by using universal indicator. pH of a perticular solution depicts concentration of H+ ions in the solution.

Higher is the pH lower is H+ ion concentration and vice versa
