Because when water comes out from hose at high velocity it exerts backward pressure at hose by Newton's third law.

Yo!
Here's your answer,bud!
While ejecting large amounts of water from the hose at a very large velocity,a reaction force is exerted on the Fireman in the backward direction. This is because of Newton's 3rd law of motion. As a result of the backward force, the stability of the Fireman decreases.Hence, it's difficult for him to remain stable while holding a hose.
Hope that this helps you!
