It is very possible to balance a meter at its midpoint since most of the time during the manufacturing process, the material is taken from a much longer size of lumber, which means the material the meter is made from is uniform!

The same should holds true if the material is made from plastic. Plastics were pre-melted pellets, then extruded and are preformed during the fabrication process..-

While meters made out of metallic materials are fabricated from pre-rolled materials where uniformity were already pre-established during the initial fabrication processes..

Therefore the reason why it is possible to balance a meter ruler at midpoint, is basically due to the material uniformity characteristics of the whatever materials was used during the fabrication process.
