At humid conditions, the atmospheric air is already laden with high water content.So it cannot hold any more moisture getting evaporated from the wet clothes.

In other words,The rate of evaporation depends on the vapour pressure of the atmosphere.The rate of evaporation decreases with rise in vapour pressure in the atmospheric air and it increases with the fall in vapour pressure.
