In the first place, all forces are non-contact forces. The forces that we see around us come from two fundamental forces: em and gravity, both of which are non-contact. (The other two, weak and strong, are also non-contact, but they do not have any macroscopic effects.) The idea of contact forces makes sense only if you talk about an object having a surface, something that is not true at the microscopic level.
Why is magnetic force a non-contact force? Hold a magnet over iron filings and see them jump up or move around! The magnet need not be in contact with the iron filings to move around!
BTW, the concept of contact vs non-contact is important today only for historical reasons!
